Kanto Birds banned?

The current revision of this article, at the time of this edit, stats that Articuno, Zapdos, and Moltres are banned from VGC. The official rules document states this: " Players may use Pokémon from the [...] Coastal Kalos Pokédex from #001 to #153, [...]" Unlike the case with the Mountain Dex that ends with No. 147 (Dragonite, right before Xerneas), Articuno, Zapdos, and Moltres falls within this range as No 151, 152, and 153 respectively.
