Update:  Details on the 3DS theme for Europe and Australia have been announced.

Celebi

Bonuses with the purchase of Pokémon Gold and Silver for Nintendo 3DS Virtual Console have been revealed. Pokémon Gold and Silver will be released for Nintendo 3DS Virtual Console on September 22, 2017 worldwide.

Customers who purchase Pokémon Gold or Pokémon Silver from September 22, 2017 to September 21, 2018 will receive a code to obtain Celebi. This code can be redeemed in Pokémon Sun, Moon, Ultra Sun, or Ultra Moon until October 31, 2018. (This does not allow players to obtain Celebi in Pokémon Gold and Silver.) This Celebi is level 30 and knows the moves Heal Bell, Safeguard, Ancient Power and Future Sight.

Customers who purchase Pokémon Gold or Pokémon Silver will receive a code to obtain a Nintendo 3DS theme based on that game. Customers who purchase one of the games from the Japanese eShop from September 22, 2017 to September 21, 2018 will receive a code that can be used until October 31, 2018. Customers who purchase one of the games from the North American eShop before January 15, 2018 will receive a code with an unspecified expiry date. Customers who purchase one of the games from the European or Australian eShop before December 31, 2017 will receive a code that can be used until January 31, 2018.

Furthermore, it has been announced that Poké Transporter will be updated to support Pokémon Gold and Silver in Northern Hemisphere winter 2017. Pokémon Bank will support Pokémon Ultra Sun and Ultra Moon at those games' launch.
