The Dutch toy store chain Bart Smit has announced that it will be distributing Hoopa.

On purchase of a copy of Pokémon Omega Ruby or Alpha Sapphire in Bart Smit stores or on the online webstore, a download code for Hoopa will be given out. It is as of yet unknown until when this offer will run.
