The title of M21 is "Pocket Monsters the Movie: Everyone's Story" (Japanese: 劇場版ポケットモンスター みんなの物語).

Fuura City, the city where the people live with the wind, is holding its yearly "Wind Festival". Old legends tell that, on the final day of the festival, the Legendary Pokemon Lugia will appear and bless the city with the winds. Against this backdrop, the people gathered in the city were all participating in the festival in their own ways...

Lisa, a high school girl who's new to Pokémon.

Kagachi, a boastful man who can't stop lying.

Torito, a timid researcher who doesn't have confidence in himself.

Hisui, an eccentric old woman who hates Pokémon.

Rarugo, a mysterious girl who wanders the forest by herself.

Ash and Pikachu will meet these people, and their story will begin to unfold.
