Exclusive to Pokémon Center stores

New Nintendo 3DS consoles with Pokémon Omega Ruby and Alpha Sapphire themed faceplates will be available in Japan at Pokémon Center stores starting Nov. 21, 2014. They will retail for ¥19,000. The systems come with a download code for an exclusive Groudon/Kyogre theme.
Preorders open Sept. 20, 2014, and each person can only preorder one of each version. While they are exclusive to Pokémon Center stores, they are not available in-store, only by delivery; delivery costs ¥800, but this fee is waved if preordered alongside Omega Ruby or Alpha Sapphire.
