Because new rules associated with the {{bp|Black & White (TCG)|Black & White}} set were implemented before the rotation of pre-HeartGold & SoulSilver sets, players have complained that the format used with the 2011 {{bp|Play! Pokémon#Battle Road Tournaments|Spring Battle Road}} tournaments was imbalanced, boring, and luck-based. Many threatened to not attend Nationals or Worlds if the format was not changed.

Play! Pokémon, formerly called Pokémon Organized Play, has announced that, as of July 1, only expansions from HeartGold & SoulSilver-onward will be legal in sanctioned Pokémon Trading Card Game tournaments.

The announcement comes after a heavy push for an early rotation by the game's player base. Because new rules associated with the Black & White set were implemented before the rotation of pre-HeartGold & SoulSilver sets, players have complained that the format used with the 2011 Spring Battle Road tournaments was imbalanced, boring, and luck-based. Many threatened to not attend Nationals or Worlds if the format was not changed.

The largest impact of the early rotation is that the U.S. National Championships will now be played under an HGSS-on format.
