Maxsoft, the official distributor of Pokémon in Southeast Asia, will distribute a Shiny Rayquaza in May and June this year.

This Rayquaza will be available for Pokémon X and Y and Pokémon Omega Ruby and Alpha Sapphire, for both Japanese and American region games. This distribution is intended only for players in Southeast Asia.

This Rayquaza will first be distributed through Maxsoft's retail partners. It is unclear exactly how this will be done, but it is mentioned that all Maxsoft-distributed products are eligible.

This Rayquaza will also be distributed through Maxsoft's Facebook page at a later date. Maxsoft's Facebook page is region-locked, so players in other regions will likely be unable to obtain this Rayquaza.

While not explicitly stated, the way in which the distribution is described implies it will be available via serial code. Since it is also available in Pokémon X and Y, it is unlikely this Rayquaza will know Dragon Ascent.
