It seems that it is true that event-only Victini Wi-Fi distribution will also be happening in the UK also because of that article and the Official Nintendo Magazine has also reported it in this article [http://www.officialnintendomagazine.co.uk/32242/pokemon-black-white-get-victini-next-month/ Pokemon Black & White: Get Victini next month!].
