During Nintendo Direct, it was announced that a Celebi will be distributed for those who download and access Pokémon Bank by Sept. 30, 2014. To receive Celebi, there will be a Pokémon Link option on the main menu of the Pokémon X and Y games to select.
Celebi will have the moves Hold Back, Recover, Heal Bell and Safeguard. Hold Back is a move that cannot be learned during normal gameplay. It is similar to False Swipe, where it will always leave the target Pokémon with no less than 1 HP.
