Although there is this event for illustrators, and children alike. With the limited news on Shougakukan for the English site, one can not draw a conclusion unless they go to the Japanese site. However, if this is the case some just simply can't read Japanese. The large question at hand would be, is this a global competition or is it strictly Japan only?
