It is just Lucian and Flame plate... Getting an event of Arceus...

Well the magazine is right about the event when you got an Arceus from the movie.. well I hacked pokemon platinum.. and I got an Arceus.. once I got it I went to Oreburgh Mine and I saw the Hiker and he just gave me a Flame plate.. and I also went to Canalave City, where you see it in the magazine, you'll just see Lucian in the library, reading something.
