Eevee in fire red and leaf green is obtained in Celadon city when you walk in to town on the east and walk up and through a path next to the pokemon center and go into the Celadon mansion through the back and walk to the top and into the penthouse claim the eevee
Eevee is obtained in D/P by obtaining the Nat. dex and talking to Bebe who will give you an Eevee
